Breaking the barrier between engineering and ecology still leaves an institution working inside a single epistemology.</p></li><li><p>Stewardship read as a value produces respectful language. Read as a method it produces testable causal claims which can directly influence what a research programme actually does.</p></li><li><p>The question of who validates a finding has been answered by Australian Indigenous scholars for three decades. The gap is institutional adoption, not intellectual availability.</p></li><li><p>Martu understood how fire, hunting and desert fauna interact long before conservation ecology tested the proposition and found it held. That is an academic result, not a cultural courtesy.</p></li><li><p>Kachana and West Arnhem Land show what turns on whether a research partnership forms at all. At West Arnhem one did, years before any market for the outputs existed, and one was later built on what it produced. At Kachana none did, and four decades of work have never been independently verified.</p></li><li><p>Indigenous Data Sovereignty principles and the AIATSIS Code are already funding conditions. Institutions carry the cost and extract none of the methodological benefit.</p></li></ul><div><hr></div><p>The previous essay closed with a window on the hardest of the walls for a university to break down. In order to observe a whole system, an institution has to be willing to look past its own way of seeing, and to treat another and older tradition of managing complexity as a partner rather than a subject to study or an ethical consideration.</p><p>That is easy to write about and hard to implement not only because it relates to subjective values and judgement calls, but also to methodological processes and ways of working. An institution that sets out to walk alongside a knowledge system it has little to no capacity for or contextual background with has to answer important questions about validity. Martin Nakata, a Torres Strait Islander scholar, describes the cultural interface as the contested space where two knowledge systems meet and neither reduces to the other (Nakata, 2007). Aileen Moreton-Robinson, a Goenpul scholar of the Quandamooka nation, has traced how possession works as the organising logic of settler institutions, including the standards those institutions use to decide what counts (Moreton-Robinson, 2015). Poelina et al. (2019) document what changes when Traditional Owners hold the governance of a catchment rather than being consulted about it.</p><p>The answers are within reach but what is missing is any signal that institutions have picked them up or are even curious about discovering them.</p><p>If we return to the archetypal stream this series has been floating along since the initial instalment and look back to <em>Who Owns the River?</em>, that essay argued that the Aboriginal Waterways Assessment (AWA) turns cultural condition from a consultation footnote into a decision-relevant signal. Without this, an agency allocating water is working from an incomplete picture of the system it is engaging with. The setting there was a choice already on the table, with an owner, a cadence and a file to be closed.</p><p>The scenario explored here sits closer to the source of information flows. Before evidence of that kind gets to the point of redirecting allowances, somebody has to generate it, validate it and stand behind it. The AWA exists because Traditional Owner organisations, a basin authority and researchers built a robust assessment process together over several years. That construction work is part of the university&#8217;s core business, and is what remains to be examined in the transition from inertia to immersion.</p><p>Handled badly this work looks like extraction and appropriation with better manners but done well it becomes a credible, repeatable and verifiable method, one that the academy is uniquely placed to run and almost entirely failing to.</p><h2>The Wicked Problem of a Single Tradition</h2><p>Even for people working within these institutions who are not indifferent to a more collaborative approach the constraint is an architecture which turns a question into admin before anyone can treat it as inquiry.</p><p>Inertia here is a form of structural blindness with Indigenous knowledge sitting in one faculty, ecology in another, accounting in a third, and the ethics of working across them sits with a committee that meets monthly and issues approvals. Each part functions individually exactly as it should but there is no structure that asks them to combine around a research question, which is the same fragmentation the previous essay described, now running across traditions rather than across departments.</p><p>As it stands, compliance procedures make this worse rather than better. An ethics approval is a gate to pass and once it has been satisfactorily agreed with, the file closes. Nothing in that process asks what the partner knows, whether their account of the system is testable, or what would happen to the research design if it turned out to be right. The institution has installed an obligation and left the method undiscovered inside the mechanism.</p><p>The problem does go deeper than just having an unhelpful box to check though. Anyone who actively wants to work this way runs out of forms to fill or avenues for support to explore. There is no funding category for paying a knowledge holder who is a collaborator rather than a subject, no template for a thesis where part of the argument is carried by something other than text, and no convention for crediting a contribution that does not resolve into authorship as the institution defines it. What meets them is not flat-out refusal but an absence of shape to work within, which is far harder to argue with, because at least rejection comes with an appeals process.</p><p>There is also a seemingly intractable circularity built into the ethics process. Co-design means the partner helps set the research question, so the question does not exist until the conversation has happened. An ethics application requires that question stated in advance, and approval must be in hand before the conversation can begin. Researchers working this way describe several rounds with a committee to resolve a loop that the form is unable to hold. It&#8217;s unlikely that this trap was consciously designed but is rather something that falls out of a procedure which assumes the question at hand has been fully formed, which is precisely the pre-condition that this essay is asking institutions to re-consider.</p><p>That is the inertia. Immersion is the other state, and in this setting it means treating another tradition as a source of evidence with its own standards rather than as a population to be consulted.</p><h2>Stewardship as a Method, Not a Value</h2><p>The critical distinction here is between respecting a tradition and using one.</p><p>Respect is a posture. It asks for humility, acknowledgement and care in language. All of that is worth having, but it still means that a research programme runs exactly the same way it always has next week regardless.</p><p>Method is different. Enqvist et al. (2018) treat stewardship as a boundary object with three working dimensions.</p><ul><li><p><strong>Care</strong> supplies the ethical commitment and the attachment to place.</p></li><li><p><strong>Knowledge</strong> supplies the competencies that inform action.</p></li><li><p><strong>Agency</strong> provides the capacity to act at all.</p></li></ul><p>Chapin et al. (2011) push further, framing custodianship as a science for action rather than a set of values held about nature. Both emphasise that a long-standing practice is not a belief but a decision rule with a causal claim inside it, and causal claims can be tested.</p><h2>Two Eyes, Held Apart</h2><p>Mi&#8217;kmaw Elder Albert Marshall offers the principle of Two-Eyed Seeing, or Etuaptmumk. Learn to see from one eye with the strengths of Indigenous ways of knowing, from the other with the strengths of Western science, and use both together (Bartlett, Marshall &amp; Marshall, 2012).</p><p>The formulation is precise and this is key to effective implementation. Two-Eyed Seeing holds both perspectives intact without playing favourites. Each is kept whole and separate, and the practitioner moves between them as the situation requires. Marshall&#8217;s own framing is that neither eye is asked to become the other.</p><p>The importance of this approach is practical rather than philosophical. A blended framework has one validation standard, and in almost every case it turns out to be the Western one, because that is the tradition doing the blending. Holding the perspectives apart preserves two independent tests. A finding that survives both is stronger than a finding that only survives one or the other.</p><blockquote><p><em>&#8220;A blended framework has one validation standard which generally turns out to be the Western one, because it&#8217;s the one doing the blending.&#8221;</em></p></blockquote><h2>A prediction the discipline could not hear</h2><p>In Australia&#8217;s Western Desert, Martu people hunt with fire. Small patches are burnt in the cool season to flush game, and the result over time is a carefully constructed, fine-grained mosaic of vegetation at different stages of regrowth.</p><p>Rhys Jones named the practice fire-stick farming in 1969, so the proposition that Aboriginal burning shaped Australian ecosystems has been available to the discipline for over half a century (Jones, 1969). Availability and uptake are different things. Arid zone conservation continued to work from the assumption that reducing human pressure would benefit native fauna, and that hunting in particular would suppress prey numbers.</p><p>Bliege Bird et al. (2012, 2013) found the opposite. Sand monitor populations are higher where Martu hunting is most intense, because patch burning rescales habitat diversity at spatial scales the animals actually use. The same burning buffers the fire-size variability that climate alone would produce. Where people had left, the mosaic collapsed into large uniform burns and the fauna went with it.</p><p>Martu had held this understanding for a long time and had stated it in terms the Western discipline could not initially hear. The account attributed the mid-century wave of small mammal extinctions to the removal of people from Country rather than to their presence. That prediction pointed the right way. The mechanisms are now understood as interacting, with invasive predators and pastoral pressure compounding the loss of the fine-grained mosaic, but the direction of the claim held, and it was stated long before the ecological literature caught up.</p><p>There is an epistemic consequence here because Martu held the better causal model while Western ecology eventually arrived at the same position, much later, by a different route and having first assumed the reverse. The real value of this delayed recognition is the understanding itself rather than in its usefulness to a conservation objective someone else set. Nyalangka Taylor appears as a named author on the resulting paper, which means there is a community voice inside the citation rather than beside it but even that level of participation and recognition has limitations. Authorship compresses, and what gets discarded in a compression is decided by the receiving system rather than by the sender. Knowledge held in common goes through the same narrowing on the way to a list of names. The clearest available example of this method working still shows an institution shaping knowledge to fit a format it was comfortable with.</p><p>This belongs in the literature rather than in the ethics file. Working across two knowledge systems overturned a standing assumption in the field. Not extra context but a correction to the record.</p><p>As great as this outcome was, what happened in the Western Desert is not Two-Eyed Seeing in full. Martu knowledge supplied the hypothesis. Western ecology tested it, using its own instruments, and published in its own journals. A single validation standard was operating and it belonged to the discipline. That is hypothesis generation across a boundary, which is worth a lot while still falling well short of the ceiling.</p><p>Nakata&#8217;s cultural interface describes what the fuller version requires, which is a space where both systems keep their own tests and the friction between them is treated as data rather than as a problem to be resolved. This is where the opportunity for real change sits.</p><h2>Two Landscapes, One Absence</h2><p>What is at stake is which questions get asked, for how long and by whom. Two remote parts of Australia, each managed for decades by people who knew what they were doing, set out the problem clearly.</p><p>Kachana Station occupies 77,500 hectares of the East Kimberley, in the upper catchments of five river systems, reachable by aircraft or a four-day walk. The Henggeler family arrived in 1986 and settled permanently in 1991. What they found was a landscape shedding itself, bare ground, eroding gullies, water running brown. Almost four decades later the ground is covered, springs have returned, gullies are filling and the creeks run clear. The family funded this themselves, without institutional support, over a period longer than most research careers.</p><p>The regenerative methods they use draw on Savory, Ingham and Jones, and on holistic management, which remains contested in rangeland science. That dispute is part of the point rather than an awkward footnote to it. Four decades of monitored data from a working property would have gone some way towards settling the question, and only a fraction has been systematically collected. The family have documented the change for decades, through photo points, journals and close observation. What that record lacks is not diligence but the scaffolding that would make it admissible, a baseline, an agreed method and verification by someone without a stake, and so the question stays open on both sides.</p><p><em>Kachana has since become a lighthouse project for Earthly Treasure, the not-for-profit arm of The Landbanking Group, where I hold a role as APAC Partner, and some of the reasoning that follows is drawn from that involvement. Declaring that connection is not merely a formality because stating where an interest comes from is what lets a reader locate the blind spots and the likely direction of any confirmation bias, which makes it part of the method rather than a pause in it.</em></p><p>The family earn what a working station earns, cattle sales that meet the conditions of a pastoral lease and workshops for those who make the journey. For the ecological function they have restored, the return has been nothing. Not less than expected. None.</p><p>The structural reason for this is that environmental markets pay for measurable change against a counterfactual, which is a modelled account of what the site would have done had nobody intervened. Carbon schemes pay for emissions avoided or sequestered against an approved method and baseline, and Kachana has already made the change it would need to sell. Australia&#8217;s Nature Repair Market is a worthy attempt to change this although there are open questions around the demand signals which will make this a functioning scheme. The Nature Repair Act contemplates protection alongside improvement, and methods for permanent protection, remnant vegetation and the rangelands are all in development.</p><p>So the most honest position is not that no instrument could ever see this country. It is that the instruments capable of actually capturing its qualities are still being built, and that every one of them will ask the same question when it arrives. What is the verified condition of this place, measured how, against what baseline, and over what period. Four decades of work without a monitoring programme cannot answer that.</p><p>There is a second absence, and for the academy it is the more serious one. Four decades of continuous change across tens of thousands of hectares is an unusually long record of rangeland recovery in northern Australia. Researchers have visited, papers have been written, a documentary has been made. What never formed was a sustained programme of coordinated sampling with a baseline, an agreed method and a commitment to keep measuring.</p><p>Several hundred kilometres east, the same absence was filled, and everything downstream followed from that. West Arnhem is the counter-case, and the difference is that a university turned up and stayed long enough to get a result that mattered. The fire abatement project there began in 2006 alongside Traditional Owners, Indigenous ranger groups, the Northern Land Council, the Territory government and bushfire researchers from Charles Darwin University. They were partners from the start rather than analysts brought in afterwards. The project became the model on which Australia&#8217;s approved savanna burning methodology was built, and Aboriginal-owned entities have since earned millions of carbon credits, with revenue directed to community priorities including rock art knowledge recording, ecological monitoring and women&#8217;s ranger programs.</p><p>That is a real achievement which should be interpreted carefully, because it is possible to get the causation backwards. The market did not create value at West Arnhem. The knowledge produced a method, the method produced an instrument, and the instrument then bought the single attribute it was capable of pricing, carbon. Fire practice does more for Country than reduce emissions which is something the practitioners can readily attest to but none of that entered the transaction.</p><blockquote><p><em>&#8220;An instrument can only pay for what it can measure, so what gets valued depends on what has been recorded.&#8221;</em></p></blockquote><p>Set these two landscapes beside each other and a pattern emerges. Different traditions, different tenure, and the same constraint. An instrument can only pay for what it can measure, so what gets valued depends on what has been recorded. The evidence comes before the instrument rather than after it, which is why the schemes now being built to price condition held will still ask Kachana a question it cannot answer.</p><p>The dates matter here. The partnership formed in 2006 under a bilateral contract with a gas company. The Carbon Farming Initiative legislation did not exist until 2011. Registration as an eligible offsets project came in 2014, and the savanna burning methodology determination is dated 2015. Nearly a decade of work came first. No market arrived to commission it. The account existed, and the instrument was designed to attach to it.</p><p>Kachana has no equivalent. Four decades of management and no verified account of what changed, which is why nobody can price it and why no sustained programme has ever been built on it. Those are not two separate failures. A grant panel can fund exactly that gap, and sometimes does, but somebody has to be positioned to make the case and to sustain the relationship once funded. At West Arnhem somebody was. At Kachana nobody has been, and remoteness, private pastoral tenure and a contested management approach have each made the case harder to mount.</p><p>Which returns the essay to where it started. An account of a system is not a neutral object. Somebody decides what counts as verified, to what standard, and how often the question gets reopened. Who decides whether a finding holds.</p><h2>What the Balance Sheet Decides</h2><p>The accounts make the same call using the same logic.</p><p>Financial reporting gates recognition on benefits that accrue to the reporting entity, so the test turns on where the return is channelled rather than on how well the condition is measured. At Kachana four decades of work appear as four decades of expense and no asset, because the water quality, the moderated flood flows and the reduced fire exposure all reach someone else. IPSAS 51, issued in January 2026 by the International Public Sector Accounting Standards Board and effective from 2028, moves part of that line for public sector entities. Yet the same standard treats the labour of keeping a resource in good order as an expense unless it measurably increases what the resource can deliver, and its own worked example of such expense is rangers employed to protect the site. Buying more country builds an asset. Looking after it remains a cost, and the people doing the work of maintaining system integrity become a line item to be minimised.</p><p>Every standard is published alongside a Basis for Conclusions, which sets out what the Board was told during consultation and why it decided as it did. Indigenous respondents advised that, given their traditions and practices, it may be difficult for any entity to demonstrate control over natural resources. Control is the concept that gates recognition. People whose custodial relationships predate the accounting frameworks by millennia were telling a standards board that its central test does not describe how they hold Country.</p><p>Moreton-Robinson&#8217;s account of possession reads as direct commentary on that exchange. A standard that gates recognition on control is not making a neutral technical choice. It is encoding one particular relationship to land as the only relationship the ledger is built to see and then treating everything outside it as a measurement problem.</p><h2>Where Authority Actually Sits</h2><p>Consultation, engagement and authority are different things, and most partnerships fail in the space between them.</p><p>Consultation asks. Engagement considers. Authority decides. A research partnership can consult extensively, engage with multiple stakeholders and still hold every decision that matters about what gets measured, what counts as validation, who publishes, what incentives are pursued and where the benefit is directed.</p><p>The 2019 fish deaths in the lower Darling show what that costs. Two independent reviews were commissioned. Neither included an Indigenous knowledge holder, because Barkandji people were not treated as experts on a river their families have read across thousands of generations. Australia&#8217;s State of the Environment report records this, and records alongside it that Indigenous knowledge continues to hold lesser status for influencing policy and legislation than non-Indigenous knowledge (Cresswell, Janke &amp; Johnston, 2021). Consultation and engagement were available throughout. Authority never was.</p><p>Australia has an Indigenous-authored answer to this. The Indigenous Data Sovereignty principles developed and endorsed at the 2018 Canberra summit convened by Maiam nayri Wingara set out the terms on which data about Indigenous people, resources and Country should be governed. Internationally the CARE principles sit alongside FAIR, adding collective benefit, authority to control, responsibility and ethics to the technical criteria that govern data management (Carroll et al., 2020).</p><p>The institutional point is sharper than most entities might realise. Compliance with the AIATSIS Code of Ethics is already a condition of funding from AIATSIS itself, the Australian Research Council and the National Health and Medical Research Council. Universities carry this cost now. They carry it almost universally as an ethics approval burden, discharged early and filed, and they extract no methodological benefit from it whatsoever.</p><p>The gap between a compliance obligation and a research method is where most of the available value is sitting.</p><h2>Two Tests at the Boundary</h2><p>The full essay meets five objections directly, sets out three diagnostic lenses and offers four tests for any knowledge partnership. Two of the tests are worth stating here.</p><p><strong>Name the claim, not the value.</strong> Ask what causal assertion the practice carries. When a freshwater crayfish walks backwards out of a waterhole, the instruction attached is to stay out of that water. Underneath the instruction sits a claim about the chemistry, most likely dissolved oxygen or pH, made by an animal that reads the system faster than a sampling round can. Indicators of this kind have been catalogued in large numbers on Country in western New South Wales, each one a prediction with conditions attached. Write both down and treat them the way you would treat any hypothesis arriving with thousands of years of observation behind it.</p><p><strong>Test where authority sits.</strong> Can the partner refuse, and does that refusal stand? Can the partner hold the benefit rather than receive an acknowledgement? If either answer is no, the arrangement is not a partnership and the label will not fix it.</p><h2>The Evidence No One Else Can Generate</h2><p>The academy has a specific asset here and it is not moral standing.</p><p>Having a longitudinal series of metrics and indicators is not necessarily where the value is here, because Australia already does data reasonably well. The Terrestrial Ecosystem Research Network holds monitoring plots across the continent, the state herbaria hold collections going back generations, and agency programmes run for decades. What none of that infrastructure holds is a relationship with the people who can read a place directly. Records survive staff turnover. Trust does not, and trust is what determines whether anyone still wants to be working with an institution in twenty years.</p><p>A university has the potential to hold relationships across many decades. A consultancy cannot, because the engagement ends. A firm cannot, because ownership changes. An agency struggles, because programmes are rebuilt with governments. The multi-generational evidence base that would make ecological condition legible needs an institution with a long memory and a reason to keep it, and there are very few of those.</p><p>West of Kachana, Traditional Owners of the Martuwarra have built a council to govern their own river and are asking for a statutory authority to hold it, which is the same case being made from the opposite direction (Poelina et al., 2019). At Kachana five river systems run clear out of country that was bare four decades ago, and no ledger anywhere records it.</p><p>Three catchments, three different constraints. The basin was over-allocated by licence and by politics long before anyone asked what counted as evidence. The Martuwarra Council already holds both the understanding and the governance structure, and what it lacks is statutory standing. Kachana lacks the record itself. What runs through all three is something more specific than a common cause. In each case the people who know most about how the system behaves have no route by which that knowledge becomes something a decision has to answer to. The academy is not the whole answer to any of the three but is the institution best placed to build that route. Doing so is a design choice made in ordinary places, in the wording of an agreement and the terms of an approval.</p><p>Inertia is a signed ethics approval in a closed file. If a single number trained policymakers to think in flows rather than systems, what have the institutions that educated them been teaching them to see? The university is the place where the habit of seeing the world in separate pieces is most carefully preserved.</p><p>Take a single river. An engineering student designs a flood scheme for it. An ecologist studies its threatened fish. An economist models the value of its water. Each works on the same system, and none needs to meet the others to graduate, publish or win a grant. The institution that most loudly insists the hardest problems are interdisciplinary is among the most divided we have built.</p><p>This is not a failure of will. It is the design working as intended. Knowledge was organised into disciplines, and funding lines, faculty structures and careers were built to reward depth within each. That was extraordinarily productive for problems that divide into parts. The trouble is that the problems now pressing on governments and communities do not divide cleanly. A catchment or a city&#8217;s exposure to heat is a coupled system where the behaviour that matters lives in the connections. An architecture built for separable problems becomes a constraint the moment the problems stop being separable.</p><p>Universities already hold what integration needs. Valuation and risk sit in business and economics. Feedback and system dynamics sit across environmental science, engineering and sociology. The work of imagining liveable futures sits in design and the humanities. What is missing is any structure that asks them to combine around a shared problem, and integration is itself a skill the institution has to build rather than a resource waiting to be unlocked.</p><p>For two decades the institutional response has been commercialisation. Innovation precincts, accelerators, spin-out funds. This solved a genuine problem, the gap between a research finding and a company. It answers a different question to the one integration poses. The commercialisation engine asks how to turn knowledge into functioning entities in the real economy. Integration asks how to turn knowledge into options a government or community can act on under constraint. For a water policy the party that has to decide is a committee under statute and budget, not a market. A fair objection is that consultancies already do this, so why a university. The answer is the combination only the university holds. It has depth across many fields under one roof and a public standing a billable firm cannot claim, held over a horizon longer than any single contract.</p><h3>Synthesis is not integration</h3><p>A second pressure is moving faster. Generative AI is competent at exactly the layer the university has been selling, the transmissible part you can look up, and it is felt most sharply in the classroom. The threat is real and it is clarifying, but it turns on a distinction the rush tends to blur.</p><p>Synthesis is pulling together what many disciplines have said into a fluent account. AI is good at this and getting better, and that is worth conceding plainly. Integration is different in kind. It means holding frames that do not reduce to a common measure, a priced risk and a cultural obligation that cannot sit on the same axis, and moving deliberately between opening a problem up and closing it to a decision. A system built to predict the most probable continuation has a structural tendency to do the reverse. It settles on the average framing and smooths away the very incommensurability that integration exists to hold. The appearance of synthesis is not the act of integration.</p><p>Two further limits are structural rather than temporary. A predictive system cannot be the party answerable for the choice, and it cannot hold the trust and legitimacy that let a committee act on a contested call. A system can read everything ever written about the river. It cannot sit in the room where the decision is made, weigh the competing interests and own the outcome. That situated, accountable work is where a university&#8217;s value is moving, and it is exactly what an ecosystem-shaped institution would put at its centre.</p><h3>What an ecosystem organises</h3><p>The core idea here is not new, nor is it flimsy. Ronald Barnett argued more than a decade ago that the university should take its own interconnectedness seriously and act with an ethic of care. Used precisely, the metaphor points at something specific. An ecosystem is not a catalogue of species. It is a structure of flows and dependencies, and some elements matter out of all proportion to their size. Ecologists call these keystones. The translation for a university is that an ecosystem organises around relationships and the decisions they force, not around an inventory of disciplines.</p><p>Three moves follow. Organise around the decisions partners face rather than the disciplines researchers belong to. Value inquiry on its ambition as well as its readiness, so genuinely new questions are not screened out for being early, which is also the safeguard against being pulled toward near-term client work. Ask, every time, who is affected by a decision but absent from the room.</p><p>These core elements are what make the dependencies visible. To return to the river, a university running a dozen separate projects scores each on its own merits. Mapped against one another, a shared account of how that river system behaves turns out to underpin most of the others. It is not the eye-catching project, but it is the keystone. Build it first and the rest stand on something solid. Naming the keystone is still a judgement that can be made wrongly, but the dependency map makes the reasoning explicit enough to be challenged and corrected.</p><p>A clean example of this approach is the Western Australian Biodiversity Science Institute (WABSI), which starts from the knowledge gaps decision-makers actually face. The honest caveat is that WABSI is a purpose-built joint venture, not a university. It shows what the principle looks like but not that a large institution, weighed down by its own mass, can reach it. That is the unsolved part. Several Australian universities are building cross-cutting institutes, RMIT&#8217;s Regenerative Futures Institute and ANU&#8217;s climate institute among them, but these integrate around curriculum and capability rather than around decisions. The decision-context model is a design principle with a test attached, and the way to begin testing it is not to reorganise a university but to run it once, inside a single centre.</p><p>The fragmented university sees a dozen separate studies of the river. The commercialised university sees a spin-out. The university that behaves like an ecosystem sees a decision someone has to make about a living system, and organises what it knows around getting it right. That is the value an automated tutor cannot reach, which is why the shift is no longer optional.</p><p>There is a further wall, and it is the most important one. Breaking down the barriers between economics and ecology still leaves the institution inside a single tradition of knowledge. To behave like an ecosystem in any serious sense, the university has to learn to work across knowledge systems, not only across its faculties. Risk registers are long and often difficult to interpret. Strategy off-sites will usually generate many more priorities than any team can reasonably pursue while staying productive. The analytical budget is finite and the list of things that could plausibly hurt the organisation is not. So a choice gets made about where to make an effort, often based on instinct, or on whoever argued most persuasively in the room, or on which risk happens to fit the categories the register already understands.</p><p>This is where the real money is won or lost and this is long before any detailed analysis has begun. If months of work are thrown at a risk that turns out to be well contained, the cost is not just the wasted effort but also the exposure that was not examined because attention was focussed elsewhere.</p><p>The strategic issues that do the most damage often tend to share a feature which is that they sit across categories rather than inside them. A dependency that links a supplier, a catchment, a community relationship and a regulatory threshold does not belong to any single portfolio, so it rarely lands cleanly on any single register. It either stays invisible or becomes the line item everyone nods at and no one owns. Single-axis attention cannot see it, in the same way a single national number cannot see what is being depleted to produce it.</p><p>Screening for these before committing to analysis is its own discipline. It means mapping how value and risk actually move through the organisation, following the dependencies that cross functional lines, and using that to rank decision contexts by where the hidden exposure and the genuine opportunities sit. The output is not an solution but a much more defensible view of where the answers are worth pursuing.</p><p>That is a modest claim and an important one. Most decision-support work promises to solve the problem you bring to it. The harder and more valuable service is often to tell you, with reasons, which problem is worth solving first.</p><p>This is why the front end of serious decision work is not more analysis. It is better selection. The organisations that get the most from their analytical budget are not the ones that have the most prodigious output but those that choose what to investigate further with the most care.</p><p>The Living Ledger makes this case at the level of the national accounts and what it would take to build a public ledger that shows the drawdown rather than hiding it. The same logic scales down to the decision in front of a leadership team this quarter or half-year. The instrument changes but the principle holds. The Dasgupta Review put it plainly. GDP measures current output, while long-term prosperity depends on the portfolio of assets a society holds, produced, human and natural. If those stocks are being degraded, a country can appear to advance while becoming poorer in the only sense that really matters.</p><p>This is the thread running from the first essay in the series, which stood on a riverbank and watched water look &#8220;managed&#8221; on paper while the living river absorbed the damage. The error repeats at national scale. In accounting terms GDP is a flow, but political actors treat it as a stock that sits on the nation&#8217;s balance sheet. That is a category error, and it has real consequences.</p><p>The deeper problem is not that GDP leaves things out. It is that GDP trains institutions to behave as if what it leaves out matters less. A government can boost the headline number while degrading the ecological systems that underpin food, water and climate stability, exhausting workers, hollowing out communities and running down public trust. What gets measured shapes what gets rewarded, and what gets rewarded shapes how institutions behave.</p><h2>From a wider account to a real decision</h2><p>The critique of GDP is not an argument against economics. It is an argument against myopic accounting. The response that matters is what I have started calling a living ledger, a more decision-useful way of understanding wealth that asks a question GDP cannot answer on its own. Which stocks are being strengthened, and which depleted, by the choices we make? Not just financial stocks, but natural, human, social and institutional ones too.</p><p>Measurement, though, is only half the job. The harder work is how a wider account binds to the moment of consequential choice. Schoenmaker and Schramade offer one of the more disciplined answers in the sustainable finance literature, expressing integrated value as a relationship that combines financial value with a weighted contribution from social and environmental measures. The weighting, written as the coefficient &#946;, is not a moral statement. It is a governance choice. It states, before any decision arrives, how much an institution values a dollar of resilience or ecological condition relative to a dollar of cash flow.</p><p>Set &#946; at zero and you are back to the shareholder-only model. Set it at one and a dollar of environmental damage carries the same weight as a dollar of financial loss. Set it above one and the institution has chosen a long-horizon stance, pre-internalising costs that regulation, litigation or supply-chain failure will eventually bring onto the balance sheet anyway.</p><p>The point is not to make hard decisions mechanical. It is to make the weighting visible and accountable. In most institutions today the trade-off is already being applied, just invisibly, smuggled into discount rates or buried in &#8220;immaterial&#8221; categories. Naming it forces the board or the cabinet committee to own it as a deliberate stance rather than an unowned default. Value, in this sense, is coupled. What an institution chooses to measure, weight and govern does not just describe reality. It helps shape it.</p><h2>A new global blueprint, and the question it leaves open</h2><p>The most authoritative entry in this lineage arrived mid-draft. On 7 May 2026 the UN Secretary-General&#8217;s Independent High-Level Expert Group released <em>Counting What Counts: A Compass of Progress for People and Planet</em>. It proposes a dashboard of thirty-one indicators across four pillars, with about half drawn straight from the Sustainable Development Goals so countries can start with data they already hold. The sustainability pillar explicitly tracks four capitals. It is the most comprehensive global blueprint yet for the architecture this essay describes.</p><p>What it does well is real. It treats the capitals as the substrate of long-term progress and recognises subjective wellbeing alongside material indicators. What it does not yet answer is the binding question. The indicators sit as peers, which means a planetary boundary such as climate stability is treated as one signal among many rather than an outer constraint. There is no mechanism for wiring these signals into specific decision gates, the budgets, planning approvals, central bank mandates and procurement standards where choices actually get made.</p><p>This bottleneck is longstanding. The Stiglitz-Sen-Fitoussi Commission landed in 2009, the OECD Better Life Index in 2011, the SDGs brought 231 indicators in 2015. Across that entire period emissions, wealth concentration and trust have moved in the wrong direction. The constraint was never measurement. It was the structural conditions that let extractive activity continue regardless of what gets recorded. A new compass is useful only if someone is willing to steer the ship.</p><p>There is a trap in this. Once governments move &#8220;beyond GDP&#8221; they tend to build bigger dashboards and congratulate themselves for being more sophisticated. But a dashboard is not a decision system. It is easy to replace one blunt number with thirty-one higher-resolution but equally disconnected ones and leave the core operating logic untouched.</p><h2>What a living ledger has to carry</h2><p>To be more than a richer map, a living ledger has to track at least four things: the condition of natural systems, the condition of human capability, the condition of the social and institutional fabric, and the position of future generations, meaning whether current gains are being bought with deferred risk and system fragility.</p><p>These are not separate boxes. They interact. Urban greening reduces heat stress, improves mental health, lowers health costs and lifts neighbourhood amenity at once. A damaged river system flows through agriculture, insurance, local employment, regional trust and public finances. A living ledger earns its name only if it helps see those feedback loops rather than itemise assets in parallel columns.</p><p>The alternative to GDP is not a war on numbers. It is a better use of them. We still need measures of production, fiscal discipline and growth where it genuinely improves life. We should simply stop pretending a country is doing well merely because market activity is rising. A government worthy of the name knows the difference between cash flow and condition.</p><h2>Where this becomes practical</h2><p>The challenge is to make this real inside institutions that default to short briefs and inherited habits. The first move is not a utopian national index. It is to change the quality of one real decision. Name the decision gate. Run a hidden depreciation scan on the stocks it quietly draws down. Rewrite the brief so it shows what is being strengthened and what is being depleted. Then, before the proposal moves, ask the question almost no board asks. What weighting between financial and social-environmental value is being applied here, and who has signed off on it? The Authority is now writing up their report has been clear that it won&#8217;t be proposing changes to the Sustainable Diversion Limits.</p><p>That choice deserves more attention than it has received because these limits are a mechanism which would be an obvious lever to employ. They cap extraction and are the scale variable which is the most legible instrument the Authority has to address what most public commentary still treats as the Basin&#8217;s central problem: how much water is being taken out. Holding them steady and reframing the work around system resilience, river connectivity and ecological function is not a small adjustment. Not just accounting for scale, but also coupling (where in the system a choice has impact) and temporal lag (how long between the signal and the consequence). The Authority&#8217;s own framing of the review&#8217;s focus reads like a description of those two missing axes. The fish kills aren&#8217;t a quantity problem, nor is the Tinderbox drought. Both are the result of coupling-and-lag problems that the scale dial can&#8217;t approximate.</p><p>So it appears that the move towards a more robust framework is real. The harder question is what kind of stewardship the Authority is now trying to do.</p><h3>Two modes of stewardship</h3><p>There&#8217;s a distinction that doesn&#8217;t get named often enough in governance discussion  between restoration and regeneration. They do sound similar and are often conflated but can actually produce very different operating models.</p><p><strong>Restorative stewardship</strong> assumes the reference point is recoverable. The goal is to return the system to a known prior state such as the river before it was over-allocated, the ecosystem before it was fragmented, the floodplain before it was disconnected. This stance has shaped most environmental governance for the past half-century. Maintain, repair, restore. It works when the baseline is a real and stable target.</p><p><strong>Regenerative stewardship</strong> assumes the future doesn&#8217;t resemble the past. The goal isn&#8217;t a return but cultivating the conditions for the system to sustain function under conditions not yet encountered. The question shifts from &#8220;what state are we trying to recover?&#8221; to &#8220;what capacity does this system need to meet the future we&#8217;re actually heading into?&#8221;</p><p>In a stationary climate, the distinction is mostly philosophical. In a non-stationary one, it&#8217;s operational. Restoration aims at a target that is itself moving. The longer the lag between framework and territory, the wider the gap between what governance optimises for and what the system actually requires.</p><p>The 1.5&#176;C threshold of temperature increase has been crossed. Hydrology has moved as have fire regimes. The historical reference conditions most environmental governance is still designed around no longer exist in the way that the framework assumes. Restoration logic continues to reach for the past, but it&#8217;s now trying to capture an ideal that is no longer relevant.</p><h3>Why the diagnostic and the operating mode are paired</h3><p>Three-axis materiality and regenerative stewardship aren&#8217;t two unrelated ideas that happen to come up in the same essay. They are paired by construction.</p><p>Single-axis materiality, focusing on scale only, is the diagnostic stance that produces restorative stewardship. If the question is &#8220;how much,&#8221; the answer is always &#8220;less&#8221; or &#8220;more,&#8221; and the intervention is always calibrated to magnitude. Bring the volume back toward what worked before. That&#8217;s really the only move available.</p><p>Once coupling and lag come into view, the question changes. It becomes &#8220;what capacity is being eroded, where in the network, and how late will we know?&#8221; That question cannot be answered by returning to a preferred prior state. It asks for adaptive capacity, the ability to function under conditions that haven&#8217;t arrived yet. The diagnostic produces the operating mode.</p><p>What the Basin Plan Review is doing though perhaps without naming it this way, is making this pairing visible. The scale lever is held steady. The work has been reframed around the other two axes. The operating mode that follows is no longer restorative in any honest sense, even if the language of &#8220;return to&#8221; and &#8220;recover&#8221; lingers in the documents.</p><h3>The architecture problem</h3><p>Whether the shift actually becomes operationalised depends on something the review itself cannot fix.</p><p>Risk registers, accountability frameworks, performance reporting, ministerial briefing structures, board papers were all built for single-axis materiality and restorative stewardship. Without that integration, each dimension gets assessed in its own silo and the compound picture never reaches the decision-maker at the cadence the decision requires.</p><p><strong>Sub-prime water and Menindee</strong></p><p>To the policymaker, the critique of Aqua Nullius may feel like a provocation, an attack on the very stability of property rights that underpin regional economies. Yet the greater threat to that stability is not a shift in legal philosophy but the emerging reality of &#8216;sub-prime water.&#8217; When entitlements are managed against historical rainfall averages in a non-stationary climate, they become &#8216;paper water&#8217; &#8212; claims to a resource that no longer physically exists.</p><p>In the summer of 2018&#8211;2019, millions of fish died in the Lower Darling (Baaka) near Menindee. The system didn&#8217;t lack data. The water accounts could be technically balanced. The failure was that governance had been optimised for extraction and siloed efficiency while the river was tipping into compound conditions that core management processes were not built to recognise &#8212; low flows, increased heat penetration, intensified stratification, collapsing oxygen.</p><p>The map said the river was being managed. The territory said it was breaking apart. That wasn&#8217;t a data problem but a decision-integration failure. The governance assumption was implicitly restorative, calibrated to historical averages in a system where those averages no longer held.</p><p><strong>The missing axes of materiality</strong></p><p>Materiality in governance is almost always assessed by scale alone, asking: is the issue big enough to warrant our attention? The Murray-Darling reveals two other axes that conventional risk registers miss.</p><p>Coupling materiality: is the issue positioned at a node where small changes cascade across the system? Temporal materiality: how long is the gap between signal and consequence?</p><p>Any single water allocation decision scores low on scale. It scores near-maximum on coupling, sitting at a keystone junction between ecology, agriculture, cultural systems and community viability. The temporal lag between extraction and ecological collapse can stretch years, meaning decisions calibrated to current observations are systematically late.</p><p>This is a measurement system calibrated to one axis while the risks that will actually determine outcomes operate on the other two.</p><p><strong>From Asset Management to Systemic Stewardship</strong></p><p>Asset Management asks: is the asset performing according to its design specifications? It views the river as infrastructure to be maintained.</p><p>Systemic Stewardship asks: is the system that sustains us retaining its capacity to heal and regenerate?</p><p>The distinction matters operationally. Asset management is restorative by design &#8212; maintain to spec, return to baseline when degraded. Systemic stewardship is regenerative &#8212; it cultivates the conditions for the system to sustain function under conditions that haven&#8217;t been encountered yet. In a non-stationary climate, the baseline itself is moving. Governance calibrated to return to a prior state is aiming at a target that no longer exists.</p><p>For corporates and investors, this isn&#8217;t a values debate. It&#8217;s an operating-base constraint. Water reliability and basin health shape input availability, production uptime, site approvals, insurance pricing, community consent and the stability of regional workforces. When ecological capacity declines, risk shifts from manageable to non-linear. The practical question for boards isn&#8217;t just what you disclose. It&#8217;s what your governance cadence measures, who owns the signals and how fast you can respond when the territory shifts.</p><p><strong>The Practice of Immersion: The Aboriginal Waterways Assessment</strong></p><p>What does Systemic Stewardship look like in practice? Less like a satellite map or GIS layer and more like the Country-centric method of the Aboriginal Waterways Assessment (AWA).</p><p>Developed by the Murray Lower Darling Rivers Indigenous Nations, the Northern Basin Aboriginal Nations and the Murray-Darling Basin Authority, the AWA cannot be completed remotely. It requires being on Country. It brings Traditional Owners, scientists and government planners together on the riverbank to assess place status, current cultural use and stream health using metrics that are invisible to standard analytical frames.</p><p>Standard environmental assessments are implicitly restorative. They measure deviation from a reference condition. The AWA asks something different: whether the system retains the capacity to sustain relationship and practice into the future. Country-based custodial practice doesn&#8217;t aim to freeze a system in a prior state but reads its generative capacity. That&#8217;s a regenerative orientation and it&#8217;s why the AWA produces signals that standard monitoring architectures literally cannot encode.</p><p>This is also a structural test of the decision frame itself: who is affected by these allocations but absent from the process? Whose knowledge could change the outcome? Governance that doesn&#8217;t ask these questions isn&#8217;t just incomplete, it&#8217;s loading risk onto the people least equipped to absorb it.</p><p>A river can have high volumes and be compliant with regulations while still being culturally inaccessible.</p><p><strong>Owning the consequences</strong></p><p>So who owns the river?</p><p>In the state of Inertia, the Crown owns the water and the department manages the rights. But Aqua Nullius is a brittle fiction that cracks easily under pressure.</p><p>In the state of Immersion, a more uncomfortable truth is accepted: no one owns the river, but everyone owns the consequences. Fiduciary duty is shifting. To ignore the signals of the living river is no longer just bad policy. It&#8217;s a breach of the duty to act with care and diligence.</p><p>The transition is not a leap into the unknown but a structured evolution. Static historical models are restorative by design &#8212; they assume a recoverable baseline. The destination is regenerative: governance that designs for emergence and adaptive capacity rather than return to a prior state. From silos to systems. From consultation to custodianship. Recognising First Nations not as stakeholders to be managed but as the primary practitioners of stewardship for millennia.</p><p>The river doesn&#8217;t need romantic attention. keep organisations viable and make decisions that drive progress while surviving scrutiny. So why are so many institutions unable to evolve, create positive change or stop eroding the foundations they are built on?</p><p>The problem is rarely intent. It&#8217;s that our decision systems are often faithful to a simplified map that was never designed to see the territory we now operate within.</p><p>A policy unit optimises for efficiency and accidentally drains a river system of resilience. A university protects disciplinary standards and still prepares graduates for an economy that has already moved on. A corporation perfects disclosure and then loses supply chains to heat, water stress and ecosystem disruption.</p><p>Same pattern, different uniforms.</p><p>When the path ahead is unseen, institutions default to repetition. That isn&#8217;t just unhelpful &#8212; it&#8217;s dangerous. Stagnant systems with navigation methods past their use-by date accumulate risk that eventually becomes unmanageable. The costs build slowly &#8212; then arrive quickly, usually in the least negotiable currency available: financial pain, operational failure, social conflict or loss of trust.</p><p>Integrated Decision-Making (IDM) is how institutions update the frame. Take the indicators and disclosures that have already been (over) produced and convert them into options, thresholds and evidence trails that can survive governance cycles. This makes the decision frame explicit, allows for tracking of critical stocks, shortens feedback loops and extends value horizons.</p><div class="captioned-image-container"><figure><a y2="14"></line></svg></button></div></div></div></a></figure></div><p></p><h2>What the map leaves out</h2><p>Modern institutions run on simplified maps: budgets, KPIs, rankings, disclosures, logic models, ROI. These tools aren&#8217;t wrong &#8212; as coordination devices they serve clear purposes. But when the frame narrows to what is legible and reportable, organisations can optimise performance signals while quietly degrading the conditions which make that performance possible.</p><p>Often the problem isn&#8217;t a lack of data. It&#8217;s a mis-specified decision frame.</p><p>A wheat belt that relied on stable rainfall for a century is now planning around volatility it wasn&#8217;t designed for. The missing variable isn&#8217;t wheat prices &#8212; it&#8217;s whether the landscape still has the capacity to produce. Living Systems Integrity &amp; Capacity (LSIC) is one of the clearest examples of a missing operating buffer &#8212; because it underwrites water, heat, flood risk, disease buffering and long-term asset performance. When LSIC is rising, plans are being underwritten by a strengthening operating base. When it&#8217;s falling, today&#8217;s performance is being subsidised by depletion and partly borrowed from the future.</p><p>These dependencies are often described as externalities, as if they sit outside the system. In practice they behave like operating infrastructure: when they degrade, risk rises everywhere.</p><p>Materiality is not only a question of scale. It is also a question of coupling &#8212; where in the system a dependency sits &#8212; and of timing &#8212; how long before a signal becomes a consequence. A risk register built on scale alone will consistently miss threats that sit at infrastructure-layer dependencies with long lag times.</p><h2>The pattern across three sectors</h2><p><strong>Government</strong> runs on portfolio silos, program logic models, annual budget cycles and KPIs that reward outputs more than outcomes. But the territory responds through feedback loops, delays and non-linearity. Optimising a complex system for a narrow target often produces perverse performance: meeting the KPI while degrading the system that makes the KPI possible. Water governance is the masterclass &#8212; where we can win the spreadsheet and lose the river. Updating the map means defining boundaries explicitly, tracking stocks not just flows, designing policies as experiments with feedback and rewarding cross-agency outcomes.</p><p><strong>Academia</strong> is structured for depth more than integration. Publication metrics, grant structures and curricula built for stable careers create a map that struggles with real-world problems &#8212; which arrive as tangled mixes of science, finance, governance, ethics and politics. When the world is changing faster than the curriculum, graduates are optimised for yesterday&#8217;s labour market. Updating the map means elevating problem-first approaches, building curricula around live systems and measuring institutional success partly by real-world outcomes rather than ranking tables alone.</p><p><strong>Enterprise</strong> is where map-based management becomes most deeply embedded. Quarterly reporting cycles, narrowly framed financial materiality and risk registers that treat nature as reputational rather than operational can produce an organisation that is &#8220;best practice&#8221; in reporting and still structurally extractive. If you only measure gross outputs and ignore asset degradation, ROI becomes systematically incomplete. You are, in effect, booking liquidation as profit. A regenerative balance sheet isn&#8217;t charity &#8212; it&#8217;s a competitive advantage that helps secure supply chains competitors are losing.</p><h2>The bridge: from inertia to immersion</h2><p>Across all three sectors, the map-versus-territory gap persists because it&#8217;s comfortable. Maps are controllable while the territory feels political, messy and alive. Maps offer plausible deniability (&#8221;we met the target&#8221;) but the territory delivers consequences (&#8221;the system collapsed anyway&#8221;).</p><p>The bridge is not a new framework. It&#8217;s a practice &#8212; a set of habits that keep the territory in the room:</p><ul><li><p>Notice the boundary: what are we excluding that is still shaping outcomes?</p></li><li><p>Track the stock: what is being accumulated or depleted over time?</p></li><li><p>Shorten feedback loops: get signals earlier, closer to reality.</p></li><li><p>Reward whole-system outcomes: shift incentives away from silo wins.</p></li><li><p>Build literacy across Systems Thinking + Impact Accounting + Regenerative Futures as a shared language.</p></li></ul><p>That&#8217;s immersion: working in the system rather than acting on a cartoon rendering of it.</p><h2>A minimum viable starting method</h2><p>Over a month, not a transformation program:</p><ol><li><p>Pick one high-stakes decision (budget bid, curriculum redesign, capex, procurement, disclosure strategy).</p></li><li><p>Write the boundary &#8212; what is inside the decision frame and what you&#8217;re currently ignoring.</p></li><li><p>Name 2&#8211;3 stocks that matter (including at least one &#8220;operating buffer&#8221; stock: water in storage, habitat condition, soil carbon, workforce capability, social licence &#8212; whatever is material in your context).</p></li><li><p>Assign an owner and a cadence (who maintains the indicator and when it is reviewed).</p></li><li><p>Define thresholds and options (what would trigger a different choice).</p></li><li><p>Attach an evidence trail (what counts as proof and where it lives).</p></li></ol><h3>Run it for 30 days and see what changes in the quality of decisions &#8212; not just the quality of reports.</h3><p><em>The full essay includes an interactive lens toggle exercise with four diagnostic questions you can apply to your next high-stakes decision, plus complete references. <a href="https://www.emerdigm.com/insights/institutional-inertia">Read it here &#8594;</a></em></p><div><hr></div><p>This series isn&#8217;t a complaint about institutions.
